The red light should blink in program mode. The TMCC command base is powered on first and then the ZW controller. The red light never blinks. The ZW appears to be locked in ID 0. Any suggestions.

ZW-C, yes? I can't believe no one replied.
Just some simple things:
- Base is on separate power source than ZW-ie.;not the same strip
- Hold button until blink
- Test the button. Unplug the power cords for a powerhouses connected.The two contacts are a pain to get your test leads on. I removed the cover and got the test leads on the two pins indicated, set for continuity test and pressed the button

I edited my post, please be sure to unplug any powerhouses connected to the ZW-C before testing the button for continuity. I am sure you know better, but a reminder anyway.
I don't know how to rule out the board or the chip, but either way, you'll probably need a new board anyway.

Has this unit been sitting for while? Perhaps loosening and reseating the chip would help. It worth a long shot. I think you can sneak something in there to carefully pry it without dismantling the unit.

I changed the chip in my ZW-C without taking anything but the cover off, so I'm sure you can pry it up a bit and reseat it.
