Can anyone identify this PS1 board? Is it a slave board for a AA set or is it a horn only reverse board. Thanks

No guarantees, but it looks like a board with no sound at all.
I have a board I took out of an MTH BL-2 that was horn only---no other sounds---when I upgraded it to PS-2. It looks identical to what you have but has another board plugged in on top
That's why I was thinking it is a slave board for an AA set.
I'm not so sure they had slave boards back then. Someone could have pulled the whistle board or a sound board off it. It may not have been a PS1 board as marketed by MTH, but a direct buy from QSI. They sold several variations of the DCRU, plus an ACRU designed to replace the Lionel E-units.

Could be... QSIU made reverse units for AC & DC Engines. You could add sound later on. There were some tiny wire jumpers around the area where the electrical tape. The tape is covering up the jumper locations.
Looking at the board QSI used brown for chassis ground and orange for center rail pick up. A DCRU would only have 4 wires where as the ACRD would have 5, Bottom line I don't know what it is.
I might be able to dig out the wiring instructions for the QSI boards, if you need them.
This board is definitely out of a MTH engine. I got it from someone who also sent me a Proto1 board. The sound chip in that board was for anF3 which is why I think this is a slave board which might have been used in the second A unit. I'm just not sure.
It is a DCRU (DC Reverse Unit) which also can be modified to work as a slave. A trace is cut to prevent draining the battery on the PS-1 board. Otherwise they are the same.
If there are 3 pins going into one of the headers under the tape, it was used as a slave board.
You can put a horn or whistle board on top if needed. G
