I know Amtrak has its own PTC system in the NEC.
But what about everybody else? From what I understand, is each railroad coming up with its own system? Talk about complexity!

Incorrect. Each and every freight railroad (NOTE; FREIGHT railroad, and NOT passenger/commuter/Amtrak) has, and is using the WABTEC system. In fact, the BNSF is virtually complete, and is operating pretty much ALL main line freight trains under PTC/
Talk about complexity!
See above.
It will be quite interesting to see if the frequency of wrecks will be reduced - - - or eliminated. Maybe railroads can start to approach the phenomenal safety record of the major airlines.
One thing that seems to be unclear to many onlookers is the fact that PTC speaks to a concept, not a singular group of safety appliances. Much more could be said, but the above must be understood first.
Step two after PTC, is driverless trains or should I say enginerless trains
Wabtec seems to be doing everybody else's PTC. On the NEC, Amtrak is using an upgraded version of the pre existing ACSES system that satisfies the PTC requirement. I have a strong dislike for PTC, but that's my personal opinion/experience.
Here is some reading on how we do it, some may find it interesting, then again some that already know everything may not.

Random, but I realized the other day driving home from work that I live right down the street from Wabtec Railway Electronics. Never knew what the building was till I saw the sign out front.
