You're kidding right? It does look like a toaster. How remarkable! Do they have a larger model that looks like a toaster oven, too? You know, it would have an even bigger window up front that hinges down so you could pop your plate of nachos in there to heat up?
To me this loco isn't really ugly - just, umm . . . well, boring is a word that comes to mind.
I'm guessing MTH would be the logical first choice to make this engine, since they already make it's European base, the Tarus. This would parallel the way they made the ALP46 when producing the Traxx locos.

There's an old post on the announcement of those toasters-Pelosi pork-made in Germany, assembled in SoCal, used on NE Corridor all with our tax dollars. The US mfg's were not selected.
Boring, yeah, but the passenger rail industry doesn't really have a lot of "bread" to be spending on styling.
From the Wikipedia article on the development of the GP30:
"Since EMD needed the new locomotive to be visibly modern and updated, they turned to the GM Automotive Styling Center at Troy, Michigan for help. The automobile stylists created the GP30's trademark "hump" and cab roof profile."
Such aesthetic concerns seem to have been cut from the final budget on this one!
