Here's a question for anyone who has one of these sets, is the snow effect on the passenger car roofs just a painted-on effect, or is it actually a molded-in 3 dimensional relief? I can't really tell from the catalog illustrations and photos on the web.

I am not with my trains right now, so I can't check. But I believe it is painted, is rather thick paint, so you can feel the line between the blue and the snow.
Others who are closer to their trains can confirm if I am correct.

The snow is pained on and was never supposed to be cast in. Imagine the tooling cost for casting it in. These cars are a remake of earlier Flyonel heavyweight cars. Only the observation car's rounded deck was put on to reflect the movie.
What is interesting to me is that the O gauge "ready to run" PE cars have no snow.
