Questions regarding MTH Traxx and Taurus non-powered [ dummy, -3 ] electric locos

A number of years ago I purchased a non-powered Traxx unit, -3 with hi-rail wheels, and, as a 2R person, intended to install scale wheels for 2R operation. I was surprised to find that the truck blocks did not have the pickups and wiring -- the "3-2 package" -- for 2R operation; further, the four hi-rail wheelsets were fitted with conductive metal journals on both sides. Were all -3 Traxx units like this ? The -6 [ scale wheels ] dummies I purchased were all 3-2.

Similar question: Were Taurus -3 units shipped the same way, ie, non 3-2 ?
