I got my old Railking GS4 Daylight loco off the shelf and ran it. It will only run in conventional mode, and DCS can't find it when I try to add it. I let it run for a while to charge the 9V nicad battery, but even after some time I DCS could not find it. It mostly makes idling sounds, but pushing direction button sometimes gets it chuffing. The whistle and bell work in conventional mode, but it only goes forward or stops, then shuts down. It will never go in reverse in conventional mode. Anyone have any ideas?

try charging the battery and then testing the battery.
What's the item number on the locomotive?
Based on the receipt, it is 30-1119. Purchased in September of 1997.

The reason your DCS system can't find it is because it's not a DCS locomotive. It's conventional PS1. Only PS2 and PS3 have DCS capability.
That can't be right; I'm sure I ran it on DCS, but maybe my pilotsheimer's is acting up. You are correct, though. I got it way (18 years) before I got DCS; maybe before DCS was around, even! No wonder it was set aside. Thanks for the help!
