I just purchased a MTH Railking PS3 diesel loco from a starter set. I can't access the loco with my DCS system. There is no run/program switch, or DCC/DCS switch on the loco. Is it possible to use DCS to control this loco, or will it only run via Wi-Fi?

your mistaken mth does not have ,run program switch your talking about a lionel!
mth uses dcs and there is a switch that says dcc or dcs it must be in dcs to work with dcs! also what is the engine item number so will know exactly what engine you have !

New Railking stuff comes configured for DCS, there is no DCC/DCS switch. Just put it on the tracks and add the engine with your DCS remote.
I believe the loco is from the set #30-4239-1. it is an O gauge starter set which comes with a wi-fi explorer interface.
My DCS will not recognize it. it searches for about 15 seconds, then gives me an "out of range" message, before saying "no loco found". The system works properly, I can delete & find my PS2 locos with no issues. The PS3 loco works properly on a conventional loop, but just sits there {no lights, no sound) when on the track controlled by the TIU.
I'd try a conventional reset using your transformer. I had a brand new MTH PS3 SW1500 do this. It ran fine with Conventional control but would not respond to my DCS Remote Commander. I did a reset and all was good.

I tried a reset with the transformer, horn beeped twice so I think it was successful. However, it did not make any difference.
The fact that it sits there is a good thing. It is receiving the signal. Not starting up in conventional. I usually place engines just on the layout. It seems some of the PS3’s take a while. Just don’t give up to soon. At times I get error messages and just wait it out. It usually finds the engine. My next resort would be to set up a temporary programming track.
No other engines on track and try it. If no add, do a recover engine. G
