I recently picked up a PS1 as "Does not run".  Turns out it just needed a new battery and a Z4000 Program 18 reset.

It runs great now.  But It's been a VERY long time since I had PS1, so please help me remember if this is normal.

The very first time power is applied to the track I must keep the voltage below 10 in order for the engine to start properly in neutral.  If I go over 10 the engine gives a double bell and will just stay in neutral like it is stuck in reset.  If I cycle the handle down and up and rest above 10 volts is will stay stuck in neutral.

As long as the very first startup stays below 10 volts, the engine starts in neutral and I can cycle the handle as much as I want to migrate into a F - N - R routine either above or below 10 volts.

Is that right?

Correct, the 1st time you hit the direction button the voltage needs to be under 10 volts.  After that it doesn't matter the voltage.  If you do get over 10 volts on 1st power up, bring it back down under 10 volts and wait for the single clank.  Now you can push the direction button to get going.  This is the same as programming reset 1, but since you didn't change any settings it keeps whatever the prior setting was.  Just make sure you have a good battery in it.
