How do you remove baggage car steps from carriage of PE observation car by drilling rivets holding them?

What do I need to do to get to the rivets that hold those steps to the frame of the Polar Express observation car? What do I need to remove (and how do I remove it) to expose those riveted steps? Also what size drill bit should be used in a pin vise to drill those rivets out?
