I have asked this before but can not find my previous post. I have an Atlas O 0-6-0 that I am repainting and converting to Kadees and while the tender shell is off I want to replace the very poor quality speaker. Where would I get a proper replacement, something of much better quality. I do not expect to get legacy quality sound out of this loco but I want something better then what is is now.

Do you have the speaker ratings available?
The best way to enhance the sound is to seal the tender so that the only sound that escapes is from the speaker opening. Any sound that comes from other openings will be from the back of the speaker and will be out of phase with the sound coming from the front of the speaker. That will, in turn, cancel out a lot of the bass frequencies.
How much space is there? Diameter? Height? Ohms?
Mth uses a fairly good 2" speaker with rolled edges that is about 1/2" high. It is 16 Ohms.
Here is what is in there now. It looks like an 8 ohms 25 watt.
It does look like there is plenty of room to go bigger plus add a baffle.

Most likely it is 8 ohms 1.25 watts. The replacement speaker from Atlas that I use in the SW's, that I have, are 8 ohms 1 watt, a similar wafer speaker to what you have pictured. Here is a link to Dallee 8 ohm speakers. IMO, and I don't know, but would guess the Lionel Railsounds drive system probably can't push much more than 1.5 watts without over heating.
I put a QSI High Bass 1.06" speaker with enclosure in mine and it sounds really good. I've used these little speakers in several locomotives with small tenders and the sound is MUCH better than any of the "pancake" speakers. The little QSI speaker is rated for 2 watts continuous and 4 watts peak which should be plenty.

You need to order the speaker and the enclosure (snap fit) separately. Most any hobby shop that deals in DCC equipment for the HO guys should have them in stock or be able to get them for you.
Here is one of them installed in a small 3rd Rail PRR H6sb 2-8-0 tender. The other stuff in there are an Electric RR Cruise Commander and Railsounds Commander.

Do you know of any online retailers that sell the QSI speakers?
You can also get a nice 8 ohm speaker with a baffle from ERR, they sell them separately and with the RailSounds Commander. They've always worked well for me.
