FYI: Found a great material at Home Depot today to make roads and streets from. It is called Grip Premium Liner, ConTact Brand. It is about 3/32 thick, black, 18" X 4'. Looks like you can cut any kind street or parking lot you want from it.

The only type I have seen is dimpled or ribbed so it does not look too realistic. I will look for a smooth type - it would be good for parking lots, etc., especially. Thanks.
It is smoothed - not dimpled. Was surprised to find it. Looks perfect to me.

Is it a shelf/drawer liner, or anti-slip device like for stair treads?

It's a shelf liner - much thinner than stair treads - about 3/32" thick. Top is smooth and bottom looks like it's meant to be anti-skid.

I will stop today on the way home from work - I pass right by Home Depot - and get some - I need to build a good truck parking lot/warehouse staging area in the next month and this would be perfect for it.
If I am not mistaken, Jim Policastro used this years ago. He covered it with a plaster slurry so it looked more like cobblestone.

I plan to use whiteout (because I have a lot leftover from the old days), but white paint would also work . Also plan tapeing strips for masking. Yellow or orange paint paint or marks-a-lot could be used for center striping.
Here's a straightforward and easy way to make roads. Just cut a strip of 1/8" masonite the same width as your highway. Paint it a khaki color for concrete, and pencil in the joints and cracks OR use light gray for asphalt. Cracks are represented with a thin dark gray or black marker. Striping is made with a white and/or yellow opaque colored pencil:

Neal, I have read and reread your great article in the recent OGR. I like your adherence to civil engineering standards. The idea of using fill for the RR tracks is something that just passed by me. That concept adds another level of elevation for the layout which in of in itself provides another texture and opportunity for modeling. You passed on good insights to me. Thank you so much, I enjoyed the reading.
