The thickness will affect drying time in my experience. If you're covering foam shaped mountains, you won't need to much thickness to cover the foam. I think it's best used when you have a substrate of other material over which you're applying the Scultamold. Regardless, you can apply it pretty much how you want and it will dry...eventually. 

Sculptamold for shaping hills and mountains and Hydrocal (cast rocks) are used all over my layout. I have a large mountain shaped almost exclusively with Sculptamold. Earlier ones were done in plaster of Paris and newspaper strips.  Sculptamold was applied over a plaster cloth covered cardboard strip frame. It was applied pretty thick overall and the following day I went over it with a small shaping tool to create rock shapes.  It took a good 5 days to dry but that was OK. After 5 days I "dry brush" painted with several shades of gray, brown and a touch of black. 

You can buy latex hobby paints at Michael's, Hobby Lobby or Walmart in small bottles for about $1 each.  I add raw umber to color Sculptamold dirt brown then paint in the gray rock areas when it dries. If you want Sculptamold to dry faster just mix in a bit of Plaster of Paris or Hydrocal. I don't mind a 5 day dry cycle as it allows one to make changes and mold rocks better.
