I googled and got this lionel website:

Went to this website, and clicked on the blue colored text "#464R Sawmill 7/04". This opened a dead webpage:

Note the doc number at the end of this webpage: 72-4147-250.pdf

Googled "Lionel 72-4147-250.pdf" and got this webpage that is your manual:

Thanks for providing the URL. I downloaded the Owners Manual as a guide to troubleshooting my recently acquired Sawmill. The lights turn on, but the interior belt for the logs and sawed lumber is DEAD. Also, the sawblade doesn't turn.  I thought there might be an activating sensor in this accessory, but not so.

When I installed the device on my layout, I may have pulled one of the power wires loose. I'll crawl under the layout tomorrow and look for a power problem.
