Are buyers of 3R O-gauge trains (particularly full-scale models) typically more active at any particular times of the year? I suspect that the summer and December would be the least-active times.

I believe fall and winter are considered " train season". Maybe October /November to February/ March depending on where you live.
December is probably the peak. As trains are often associated with the holidays and some folks may use money received as a gift to aquire more.
Spring and summer are for golf,boats,fishing,hotrods, etc.

Actually o guage is active in August through the first two weeks of Dec. Then Christmas week, then starting the end of Jan through two weeks after April York.
Best time to sell is November & December. The selling season is from after Labor day to the end of April. I have been selling on Ebay since 1999. Summer is a good time to buy.
