I just purchased a new Legacy steam engine at York. It is the B6sb switcher. It is a nice little steam engine, and it is pictured in the 2015 Lionel catalog.  All of its functions seem to operate well, except that I have to ramp up the wheel to a higher numerical value on my remote to get the same speed that I would get on my other Legacy engines.  For example, if the numerical level was 50, all my Legacy engines would run at a comparable speed; while my switcher would run at about half that speed at a numerical value of 50.

   My switcher still can achieve a fast speed, but at a much higher numerical level.

   I noted that the rollers on both my engine and tender were set lower than I have seen them with other engines; but they still were able to normalize once the weight of the engine and tender were put on the track. (I don't know if this has anything to do with the speed issue, or whether this could impact on affecting the drag on the engine, and pulling capacity of the engine. But, so far I haven't seen any problem with this, even when I had it go on my incline, and pulling 6 box cars).

   Now......I can easily live with the speed issue, as I usually run my trains on the slow side, but I do not know that it is something I should be concerned about because of the potential for future problems.

It's a switcher, that's by design.  I have several Lionel locomotives that do the same thing.  The Vision Line Genset is another that operates in a whole different speed range.

 

I believe you can change it's type in the remote and run it at normal speed settings for road engines, but I haven't tried it.  I know that if you MU the Genset with a road engine, they run at higher speeds.

That is correct, you can change the type in the CAB2 remote.  If you select "info" and scroll to type, your B6 should show it set to type "SSW" (which is steam switcher).  Selecting "STM" will cause the speed to operate at normal road speeds (vs. yard speeds)

 

When you build a lash up and add the B6 (or any other engine that's programmed to be a switcher), it will automatically change the setting...but will display a warning prompt prior to making the setting change.  When that engine is removed from the lash up, it will revert back.
