A lot more specifics would be useful. Exact model, perhaps some pictures of what you have, etc.
it's a 6-11117 Atlantic steamer. They used 2 gaskets as one assembly. I've tried rubber cement and other hours trying to stack them together. I'm now thinking they may be latex. I'm going to try some latex glue
If you're talking about this one, I use some sticky-back foam to make these when I run across them. Lionel seems to have a lot of gaskets that you can no longer get, these are one example.

Sticky back back foam? That's cool. Availabiltity?
I buy my sticky back foam sheets at Michael's Craft Store, but I'm sure there are other places to get it.
Well, I finally succeeded in getting the 2 gaskets together for mounting to the shell. The best solution turned out to be the rubber cement. Cleaned the gaskets throughly with mineral spirits.... Then rubber cement.
John, I'm going to stop by Michaels, today. Is the foam black? Various
thicknesses ? How is the hold up to smoke fluid? If you have a piece can you snap a picture?
As Always - thanks for the great help!
It's just a 12x12 sheet of black foam with adhesive backing, it's about 1/8" thick. It hasn't deteriorated with smoke fluid, but just like the Lionel gaskets, the smoke fluid softens the glue, so I frequently have to make another one after taking it apart after use.
