Have a scale Lionel Berk (#38050). Runs great and sounds really good, but there is a background "hiss", almost static like when I first turn it on. Not noticeable when it is running. Is this normal, or is there something I should try to fix? If so, suggestions??

I've noticed a slight pulsating sound on a couple of my locomotives before I turn on the sound system, so I think it's nothing to worry about. There is so much circuitry inside a modern locomotive, coupled with AC power and RF signals running through the rails that I'm amazed that there isn't more of a problem.
Some of mine hiss slightly (particularly since I got hearing aids), some don't. I don't think they are supposed to hiss, but as you say you can't hear it when they are running.
There are two possibilities here. First you are hearing the remnants of the big bang theory which is the background sound your here as the universe is still expanding so says two physics dudes from Jersey, or the second theory which I think is the true reason, Lionel sound quality is hitting the skids in the volume dept. I am so happy sipping my wine and eating my cheese today, no grapes but got some cherries.
Very common for RS4 audio, I have the same issue with a number of them. Oddly, some are quiet when there's no sound...
