You can remove the 1 Amp diode bridge from the Tsunami and replace it with a suitable 5-10 Amp Schottky diode bridge   http://www.digikey.com/product...45-TPMSTR-ND/2334475   and replace the 9952 motor drive chips on the decoder with these chips http://www.digikey.com/product...-T1-GE3CT-ND/2441967.

I have done this quite a few times with Tsunamis.

I have uploaded a series of photos to 4A-Tsunami Photos with captions on my method

These are photos of my typical installation using a small homemade external circuit board for the new diode bridge.

Ed you have several good choices for sound decoders having PRR banshee whistles

QSI offers 1.8 amp and 4 amp Titan decoders with Q3 sound sets having banshee whistles.

Soundtraxx's new 4th generation Tsunami2 product line has great sounding banshee and 3 chime PRR whistles (up to 62 whistle selections, 10 chuffs, and 19 bells to choose from).  I especially like their improved load sensing chuff.  Tsunami2 decoders are available in 1 and 2 amp versions, and a 4 amp version is  going into production in the late September/early October time frame.  Given the range of sound decoders suitable for O scale locomotives I plan on de-installing a number of NCE 408sr's and replacing them with either Tsunam2 2 or 4 amp decoders.

Full disclosure - I just returned from this year's Soundtraxx dealer training workshop and was totally impressed with the people and their product - designed and produced in the USA.

There are several options. Soundtraxx Tsunami2 has a higher amp version coming soon. So does TCS WowSound. There is a custom LokSound sound file with the PRR Banshee out there that can be loaded on the LokSound Select L. Finally, the QSI Titan Magnum E3 has a PRR Banshee. It is a difficult decoder to program, but the sound is fantastic.

For those not wanting to got the modification route the new large scale Tsunami TSU-4400 4 amp decoder should be available this fall.  .  The TSU-4400 steam version will have on board (in one stock number) the complete set of re-mastered steam sound files and functionality of the 2 amp TSU-2200.    Along with the steam decoder, 4 amp EMD, ALCO. GE, Baldwin (and other), and electric decoder versions have been announced in a recent dealer newsletter.   The newsletter set the MSRP at  $189.95.  Based on conversations with the folks at Soundtraxx I was told that the dimensions of the TSU-4400 will match those of the 4 amp Economi decoder and come with screw terminals on the board.  As of today the Soundtraxx web site hasn't been updated with the TSU-4400 info.
