I took the shell off the locomotive and confirmed the Railsounds and power board are securely in place. There’s a small amount of static when power is first supplied to the track. Otherwise, there is no sound from the engine. I suspect a faulty Railsounds board? It’s the UP Katy from 2014 I believe.

If it was from 2014, it would have the single Railsounds Lite board, not the RS 5.5 and modular power supply. It's from before 2010, that's when the RCMC started being used.
Okay, you are correct. It was from the 2007 catalog run. There were two Railsounds pieces listed on Lionel’s parts website for this model. One of the images was missing so I assumed it was the top piece. The problem still lies with the Railsounds board though, right?

First thing to do is run the volume control up and down a few times, the pot is a common source of issues. Then it's a good idea to reseat all the boards. Finally using a PLCC chip puller, reseat the two PLCC chips on the audio board. It's not possible to positively diagnose the source of the issue, but those are the most common causes.
I tried testing the boards in a similar engine, the Mopac Heritage unit from the same catalog. The boards from the Katy produced more sound on the Mopac engine, than it did on the Katy, but it still was not clear. Then I tried testing the boards from the Mopac on the Katy, and they work like normal. Neither of the two boards, from the Katy, worked on the Mopac engine.
I'll have to wait and get with the owner from my local train shop. I certainly don't have the dexterity to be doing this work by myself, and my father certainly doesn't want to try to do anything that might damage the engine by himself.
