I recently purchased a new Lionel Legacy light mountain cat. # 1931120 and it has a “Baby Fat Boy” 8 ohm / 2 watt 1.5” speaker with plastic baffle covering it (supposedly for better sound performance). I’ve noticed that the whistle is a little anemic and not as loud as other steam whistles on other Lionel steamers I’ve heard. The other sounds such as the chuffing and bell are very clear, loud, and sound very good. I have an older Lionel 0-8-0 switcher from 2002 (cat. # 6-38016) and it has a 2.25” 8 ohm / 0.5 watt speaker (does NOT have a plastic baffle) and the whistle on it sounds terrific. For giggles, I switched the speakers in the two since the ohms are the same and the performance of the Baby Fat Boy 2 watt speaker in the 0-8-0 switcher yielded a lower sounding more anemic whistle. Surprisingly, the 2.25” larger speaker (lower wattage of 0.5 and non-baffled) ) in my new Legacy light mountain yielded a stronger and louder sounding whistle. Did I get a dud Baby Fat Boy in my new light mountain? Or, should I look for a larger 2.25” (maybe go for a higher wattage than 0.5) and swap it out in my new light mountain? If I follow you, and I may not, after the switching back and forth, and your statement that all the other sounds from your Mountain using the Mountain's original speaker are just fine, what it sounds like (no pun) to me is that the digital whistle recording in your 4-8-2's chip is one of a not particularly strong whistle. They - the real ones - did vary. If the speaker was not up to par, almost certainly all the other sounds would be sub-par, too, to some degree, at least.
This seems to be a software issue, not a hardware one. Maybe the loco from which the recording was made had a less-robust whistle. Some did.
If that chuff is right, that's 90% of the value of a model steamer's sound, anyway.

Here is another one:
I've noticed on recent releases of Diesel engines where a super bass b unit is available, that the A units sound is not as loud as they used to be, basically forcing you to get the super bass b unit.

Thanks D500–the issue is that when I switched the speakers out, the 18 year old Lionel speaker (lower wattage one) sounded better in my new Legacy Mountain engine. That leads me to believe that the speaker I got with my new Mountain engine is either bad, or just sub par relative to the older speakers.

Thanks for the reply JohnB. Yes, I had seen that same video on YouTube as well and I said, “Wow” my whistle doesn’t sound anywhere near that good. I’ll take a video in the morning and post my train running so you can hear the whistle.

I do not know how to increase the whistle volume without raising the overall volume. Maybe another forum member can help. Good luck Look forward to you video.
