Both OGR and Ebay have treated me well. It is required that the buyer do his or her homework first....
He just said "the picture".
I'm pretty sure I've narrowed it down, there were two heavyweight cars with just one picture each from the same seller that there was no way to tell if they were converted to two rail.

Thanks to all of you for your opinions, ideas, and suggestions. Out of all of this, I think we can all agree with the following:
1. The Forum Buy/Sell Boards are a wonderful source to sell and buy trains and related accessories. For me, I feel far more comfortable in dealing with Forum members and I have experienced personally 100% satisfaction. Most who responded to this thread have supported this position and that is a good thing.
2. Having good experience from Forum members transactions can lull one into a false sense of security (it did for me) thinking that all other people who offer train related items for sale have the same good track record for reliability as do Forum members. Unfortunately, some do not. So exercising caution when using other selling sources to buy train related items is very important.
3. That participation in a thread like this can produce meaningful information that should help others (me included) when buying in the future.
I think that that pretty well sums it up, and I for one will move on. Again thanks to all of you for your participation.

I learned the hard way also. After purchasing an item that was not fully described I found a number of problems associated with it. I learned that before buying something on "the other" site ask questions of the seller. If you get no response - don't buy.

I (lucky) have not had a problem with the bay. However in the past year or more I have purchased train related item from here or one of the sponsors with very good results.
My recent concern here is seeing for sale items posted and after checking the member he/she joined that day or within a month or less. That makes me some what nervous. Just IMO.
