It could be either the Lionel Legacy Texas Special E7 AB set or the Post War Celebration Texas Special F3 AB set. Do you remember what engine it was?

Pretty sure it was the Postwar Celebration #2245 F-3 that Lionel made in 1999. Very attractive set, and definitely one of my favorite diesel horns.

sir-I had the complete set of ts f3 plus passenger cars from 1999.loionel did a special hi-gloss paint theme.this set still commands big bucks complete.the 4 car assenger cars were beautys but very hard to acquire and expensive.mth did a ts fs postwar vversion in 2004 with sound and cab. interior.they also did a hi-gloss paint theme on their example-their rk passenger were no comnparison-plastic.joe

For the PWC F-3 set Lionel later released a Legacy sounds B unit. I have this B unit and the sounds are floor shaking. I have the complete set including both RailSounds and the Legacy sounds B unit.
