I have a (bigger) variant of your Vista used on our farm for a two-way radio base station. If memory serves me, there is an adjustment inside for the voltage. Ours is turned up to 13.8 volts. I'd think you could adjust the voltage down somehow.

For sxxx and giggles I pulled the cover off (riveted on) no voltage adjustment..... I could add resisters or an adjustable resister to drop the voltage, and then there is the glass breaker to replace and I still have a 40yr old power supply......   I'm guessing I'd be better served with a pc power supply and the fused break out adapter that Gunrunner John referenced the other day.. I was trying to save a few bucks, "dollarwise and penny foolish", I guess........... Or I could use the fixed voltage post on one of my old Lionel XXXX Postwar transformers....

The Power Supply is good for 4 amps... Have you looked into a DC Buck converter on Amazon?  Find one rated for 5 amps and it will regulate your voltage down to 12 or whatever you want. The fancy ones will even have voltage displays. They are pretty cheap usually you can get a two-pack for well under $10. You could hook up two of them and have a high voltage (12) and low voltage (5) output.
