Two questions:

1.)  I purchased a supposedly new in the box, never been on a track, TMCC 15" Station Sounds Diners car (Congressional Coach "2545" Johns Hopkins, 6-39198).  So far, I am unable to get it to work with my Legacy control.  I am trying to program it as a CAB 1 TMCC Passenger Car with Rail Sounds.  The lights in the car light up, but I get absolutely nothing out of it otherwise.  I tried using the restore procedure to reset the circuit board, but that didn't work either.  The reset procedure doesn't seem to work with the legacy control as described for the TMCC.  I do not get step 5 that says to "Press ENG, ID#, AUX1, and then press 6 to reset the StationSounds car.)

Any recommendations?

(I saw the post about removing and reinstalling the chips on the circuit board and have ordered the necessary tools to do. Meanwhile, I'm wondering if I am missing something easy about programming an older TMCC car with the newer Legacy System.)

2)  If I need to get it repaired is my best option to send it back to the factory (Lionel), or are there other options.  I am not an electronics person.

There's one thing I'd check first, before pulling chips.  Pull each board off the motherboard and then re-install it, proceeding carefully.  Note the precise positioning of the pins as you take unplug them in order to ensure that they line up in the same exact fashion as you put them back on.  (There are no alignment 'keys' on the connectors to make sure that you have them aligned correctly.)

As with the chips, the board contacts can become oxidized and lose electrical contact.  Pulling them out and then reinstalling will often fix this.  It's worked for me many times, especially with items this old.

BTW - You can find the full wiring diagram for your car in Lionel Parts Lists and Pictorial Diagrams, Supplement 47 from lionelsupport.com if you need it.  That's where I found the above view.
