Diesel engine is either full ahead or dead stop when I use the red throttle. There is no in between. Anyone have a diagnoses in layman's terms?

Need some additional info. Does the engine have cruise? If so, what kind, Lionel, TAS, ERR?
Maybe the stall speed is set too high (away to high) It's been too long since I've used a Cab-1 but to reset it open the bottom compartment on the Cab-1 and press "Set ' try and scroll the speed down and press set again.

If the engine has TMCC or DCS remember that it MUST be powered first before
track power is applied. Then the track power.
Kind of sounds like it might be a command engine and it's not seeing the command
system. Just the track voltage. When it does, As Ralph Cramdon would say.

Bill I can do that tomorrow. That engine is at my office. It is a B&O GP something with RS 4.0 is I remember correctly. It does not have 5.0 for sure.

If it's the engine I think it is the magnet ring for the speed sensor has shattered and that's why it runs at full speed. This ring is ceramic and has small magnets embedded in it. It is located on one of the flywheels on one of the motors. Once it shatters it has to be replaces. It is highly unlikely that you will find all of the parts AND get them back together. There are threads on replacement magnets like this one:

I have a TMCC SD40-2 that took off at full speed when I powered up the track. I returned it to Lionel for repairs and they said the magnetic ring on one of the can motors shattered. They replaced the can motor and it runs fine now.
It doesn't take off when track is powered up. It still responds to tmcc controls but only full speed or stopped. If it does turn out to be the magnetic ring is there an easy and cheap fix? I don't have any stores around and postage to a repair shop makes even cheap repairs expensive.

Your engine I believe is a GP30. As others have posted it is probably a busted sensor ring. If the ring is intacked you could have a bad encorder board or the DCDS.

You guys were spot on. The magnet had cracked in half. I glued with super glue and she is running perfectly again. I don't know whether it will hold but if so it was an easy fix.
My experience is they don't last when I glue them. I'd be shopping for the replacement now.
