I am having a little difficulty understanding if the cab 2 controls the whistle volumn with TMCC or the tender control or both or is the tender control only for railsounds or for both. I have a new to me Lionel Steam 6-11105 4-8-2 and I am used to running Legacy or MTH. I am having trouble lowering the sound of the Whistle etc using the cab 2. I am probably doing something wrong since I am not familiar with TMCC. Any help would be appreciated.

The whistle volume is controlled in three steps with RailSounds 4 or earlier. With RailSounds 5 or later, there are more volume steps. With the CAB2 if you're running in TMCC mode with the icons, just use the up and down buttons on the keypad, left row, top two buttons.
Using Railsounds 5 the cab 2 volume buttons control volume same as Legacy then, is that correct?
With any version of RailSounds the CAB2 buttons control the same as Legacy. With RailSounds 4 an earlier, the board forgets the setting when it loses power, so every time you run you have to fix the volume.
My reply is kind of dumb, I need to go home and try again your reply. Last night I could get the railsounds volume to completely go off using the CAB2 Keypad, but the whistle and announcements where load if not still at full volume waking up the wrong people.
Well, for later versions the whistle and bell are controlled separately. They figure you know when you're triggering those.
On the older TMCC product, the CAB controls the background sounds, chuffing, prime mover, etc. The bell, dialog and whistle are only controlled via the physical volume knob on the locomotive.

The master volume control knob in the tender sets the volume for the whistle, bell, announcements etc and controls the max volume for the rail sounds. the CAB2 icons will operate the rail sounds within the volume parameters fixed by the master volume control in the tender.
