does anyone know that if Lionel engine already has railsounds s it just a simple addition o the 6-22960 command board to add tmcc? Particularly the 6-38251 gp38 diesel.

Does it say TMCC up-gradable or command up-gradable on the box anywhere? If so, it's s simple matter of swapping/plugging in some boards - after you find the boards, that is.
Checking your terminology, if it says command it may already have TMCC.
the only thing I know for sure is it has railsounds. I am considering purchasing the engine. I have done an electric rr upgrade before and I know some engines are upgradeablevby just inserting boards. I looked up the manual on lionel support but it did not say if it could be upgraded. Thanks it will cost me about $120 to upgrade being I can do myself so I would have about $200 total in the engine
Note that is a conventional RailSounds board, so it won't interface with the TMCC system. Just a heads-up, better plan on another $90 or so for a compatible sound board.
I am figuring my cost based on last tmcc board and sound board I bought 2 weeks ago which I got both for about $120 from the train store I order from. Thanks for your input everyone has given me the advice I was looking for and now know I would need to upgrade this engine like I did my last one. It helps that I can install these myself and one other thing that helps I am 10 minutes from lionel HQ and service center.
