My impression is that this is a Hodges type truck. There seems to be no separation between the leaf spring and the truck journal. I am definitely not an expert, or even very knowledgable in this area, but I think the difference between the Hodges and the Cole or Cole-Scoville is that the Cole has the leaf spring fixed to the locomotive frame and the truck journal box sort of slides underneath the spring pad.
But I could use a more educated opinion. Excuse the roughness of the model - it is a work in progress.
