What is the best way for to stop a trolley on an oval layout at a railway station then restart after a set time period. I know I need to set up block but what else would need to be done.

Dallee has timing circuits.
Isolated section of center rail connected to a timer. Then, trigger timer to start with an isolated outside rail.

I am currently using a Z-Stuff DZ1240 Station Stop module. Excellent product - the instruction sheet leaves a lot to be desired, can be confusing. Works with Point-to-Point as well as a loop. Go to Z-Stuff web page, pull up the DZ-1240 and you can go to the instruction sheet. Charlie helped me very much in getting it running. If you go that route, I can help you set it up.

The infrared timers by MTH and Lionel work fine with an insulated track section. I think the Lionel number is 151 R or 153 R. They are both readily available and can sometimes be picked up at the train shows at significant discounts. You can adjust the timer for the trolley stop to your liking.
