Hello and Merry Christmas!

This year for Christmas we got a legacy control set.  Our layout has older tubular track and the ZWL transformer.  First time using legacy.  Everything works fine, except in one small section the locomotive slows and or stops.  The headlight starts flickering when it enters this area.  We've cleaned the track really well there.  Trains can drive through this section fine, at slow speeds if go back to conventional using just the ZWL.  We've tried 2 different locos.  I tried with the wire from the legacy base going to the "command" post on the ZWL, and also to the ground terminal block under the layout which is the common ground for the whole layout.  Any ideas?

I agree with Don.  While you can power through the section you are, likely, losing the Legacy signal due to a lose or dirty connection.  If you have some extra track, swap out the questionable section.  If not pull out the section and tighten and clean the connections.  It is also important that the Legacy base be plugged into a good, grounded, outlet so that you have a strong signal.
