I have several cars and engines that are missing shoes, or need old ones replaced. I have searched around and found a few threads on sliding shoe repairs. I do not have the required anvil to peen the rivet, but read you could slit the top of the rivet and peen it over with a center punch. 

Is there any other sage advice that can be imparted before I try and tackle this project. I saw several recommendations to not peen the rivet too much or you risk breaking the retaining tab in half.

Is there a proper way to solder the wire to the top of the rivet without melting the shoe?

Just remember it's all delicate work.  I use a rivet press, but that entails a capital investment.  I would think a punch could work well.  I would think that you should tap, tap, tap instead of trying to get it with one blow.  A cold garage would make the rivet setting more difficult.

In order to solder without a meltdown I would think you would want to use a rosin for better faster adhesion.

This is the kind of project that has me buying more than I need in order to compensate for the mistakes I'm going to make.
