Not being all that familiar with electricity should the TVS be connected to the ground at the outlet says shown in the instructions
Dale is correct, you do NOT want any ground reference in this application. You want the TVS connected across the track voltage, and neither of the track rails are connected to earth ground.
Pw Zw- 275, and PW V-150, all 4 train terminals will be filled,
by next week, all acc. terms are being used though not full
total conventional running !!
How many TVS. do I need? , since I have been reading about them (from you folks),but do not know how they are wired. Assume comes with good instructions

You need one TVS across each track feed, and if you have electronics on any of the accessory outputs, one there can't hurt either. Since they're only 55 cents each in quantity 10, that's probably a good number to start with.

I was under the impression that one TVS unit could do a whole track if wired at the output side of the transformer, and not have to add a TVS at every connection or at evry accessory. Maybe I am wrong, but with a TVS unit you can't go wrong with overkill.
For cost wise, buy the TVS units from Mouser Electronics. Also buy your circuit breakers from Mouser Electronics, they have some of the best prices. With Mouser, I could probally buy four 8 amp 50 to 100 volt circuit breakers, and about 20 TVS units.
With Scotts Odds & Ends, you may pay close to $50.00 for the same items, only they come put into plastic housing. Scotts charges more than 500% mark-up!

For DYI here is a post adding a breaker and TVS for 6 circuits. The breaker is useful if using PW transformers.

Not knocking the Scotts unit,people are willing to pay for ease of hookup. He should revise his drawing and loose the ground wire to the outlet

Sorry, I mean each transformer output feed, track feed can be interpreted to be each track drop, that would be overkill. I should be more clear in my writing.
