I have an MTH Railking work caboose that has a plastic insert for the window and a separate black plastic peice for the rear steps. It seems both are slide over the two screw mounting post and glued. I was wanting to repaint the cab. Is there a way to loosen the glue that holds these parts?

I use ZAP Z-7 Debonder.
Test it first to be safe. I haven't used it on a RailKing window, but it was fine on Lionel windows. It should be fine though.
Not sure if this will help or hurt, but some model glue bonds can safely be broken after placing the glued item in the freezer for a couple of hours then removing the item and gently applying some pressure to the glued area to pry/break the glue's bond and not break the surrounding plastic.

I've also used the, ZAP Z-7 Debonder without any problems. Most of your LHS should carry it. I bought my last bottle from, Hobby Lobby. It works great on prewar Bakelite.
Those are not actually glued in place- they are very tightly fit into place. You will need to slide them off those posts very carefully- you could use a little WD40 to help get it going-- hope that helps-
