I think that you do need the upgrade. I was not able to access the full Legacy StationSounds controls without it. The commands to activate the sounds in question are not really clear in the manual; they mostly come on while the car is moving (see page 21 of manual) and I think are the ones the previous poster gives (3=Sound on, 2=microphone/dialog button and 7=StationPA button). 

I have used AUX2 then 2 key successfully to get Timmy to talk.

Here are the instructions for summoning Timmy.

Special Passenger Dialog

Your Station Sounds Diner includes the voice of a special character who may occasionally board automatically when sequence control is enabled. In addition, when operating manually you can cause this passenger to board whenever you wish. When you trigger the conductor to say the “All aboard” scene, press that key a second time within a second or few and you’ll hear the special passenger board. When this passenger is on board, you’ll hear him or her interact with the conductor and steward throughout the journey, until he or she gets off at the next station.

Note: a reset command (which also cancels Sequence Control) will silence the special passenger until the next time they board.

 Folks in the room found Timmy fun. Try it if you have the 21” Legacy Passenger Cars!

Yes, there is a trick for explicitly trigger Timmy. It does NOT involve the use of the AUX3 button. You can perform this trick either from a CAB1/CAB1L or CAB2. 

Timmy is normally a randomly-occuring effect that happens sometimes when you press the <2> key / Conductor key. However, you can expressly trigger Timmy by tapping the <2> key / microphone-Conductor key once, and then quickly tapping it again, a second time, BEFORE you hear the first conductor "all aboard" phrase. You have a couple-second window of time to tap this button twice before the conductor makes his first utterance.

When you do this, you will hear the conductor speak first, followed quickly by Timmy chiming in.
