First off, I'm well aware of the "issues" surrounding the steam program. I'm not interested in hearing about them in this thread. 

 

Anyway, I'll be passing through Cheyenne (and maybe spending the night in Cheyenne) within the next few weeks. Unless I'm mistaken, it used to be possible to arrange a visit to the steam shop to see the locomotives, time and schedules permitting. Is this still possible and if so, how would I arrange it? If not, is there any way to drive close to the shop (but on public property) and maybe see something?

You can't as public tours are no longer done, except for a very few special occasions, such as the Cheyenne Depot Days, of a month or so ago.

No. The shop is not close to "public property".

As said above go check out the 4004 in Holiday Park (it looks alot better now than it has in quite a few years) and the little UP 4-6-0 1242 up the street a couple miles in the other park (forgot the name). The Depot museum is nice but when I visited a few years ago it was undergoing a major renovation. You can see the roundhouse from there too but sometimes the freight traffic blocks the view. The bridge that goes across is heavily fenced now so you'll have to poke the lens through to get a good shot.
