Watch these two videos. They are very helpful.
I used a static grass applicator to make a weed infested rail yard on my layout. I used both 12mm and 5mm grass fibers to get a weed choked scene both between the tracks and the rails

I also used a static applicator. There should be several available via an internet search. There are also websites that are specific to model railroad scenery, material, and tools. Some of those websites have, (How to: tutorials). At one time, there were paper catalogs, of scenery material, and tools, but it appears, paper catalogs have yielded, to electronic pages.
