One lead of the crossing lights should be on the 153ir NO terminal. The other lead of the crossing lights should be on the 153ir ACC GND terminal. There are also two knobs under the "battery box" of the 153ir that are used to set the length of time the accessory continues to operate AFTER the train has passed so you can have prototypical behavior of the crossing lights flashing until the train is a distance away from the crossing. It may be as simple as the time being set to something too long. If you wait it out and stop the train so it does not come around a loop and reactivate the crossing, do the lights ever quit flashing? I think the longest it will run the accessory is 5 seconds. If you have something directly across from the 153ir and close to the tracks it may also be keeping the signal on, particularly if the 153ir sensitivity is set to high and the object is light colored or shiny.

Please see attached. Page one should be what you need. The other pages may help down the road. I put this together for my layout since I had signals and detectors from almost everyone.
