Its hard to tell from your photos but this reminds me of the CCII Niagara which was notorious for the driver "tires" ( steel rims) coming off. I think most folks put super glue on the hub and snapped them back on.
Boy, when it rains, it pours for you Brent. Sorry to hear your having so much trouble with the VL stuff.
Good quality, and reliability should be what you paid for in buying an expensive "premium" item. these high end items have a long warranty, don't they?
Clean the rims thoroughly and use Loctite 660 Retaining Compound to secure them.
Had one tire (the real tire, not a traction "tire") come off an MTH Premier GM&O Pacific some years ago. This does happen to press-fit pieces. I used CA and pressed it back on.
Loctite (suggested above) is probably better, ultimately.
Fortunately this is typically a simple fix.
