Hard to tell, but it looks to me like the a piece of a resistor or capacitor lead that was cut off. The right end looks shiny and a bit tapered in your picture, like the mark made when the lead is cut off. Probably replaced a resistor (or capacitor) in a Printed Circuit Board (PCB), and cut off the excess lead length.250-ohm-Axial-Lead-Metal-Film-Fuse.jpg_350x350

Not electrical, that is an exterior detail and probably piping. The painted surface apart from one end gives it away; that end is meant to fit in a mounting hole somewhere. These can be very diffucult to track down - MagnaVisor time!  Look in the location Alex M mentions, also around the trucks and the front of the engine. I’d guess that if it isn’t piping it’s a handrail.
