I have a brass Weaver GG-1 with the QSI DCRU which pulls between eight and nine amperes when it runs. Is this normal for this model, or is there something wrong with either the motors or the circuit board? This is the version without flywheels on the motors.

Something is seriously wrong! I used to have one of those, and it should pull two amps at most. You've got a short somewhere, or something is blown in the electronics, or maybe a mechanical drag. First thing to do is check and make sure that the motors spin freely and nothing is stuck in the gears. That's harder to do without a flywheel to spin, but that's where I'd start. After that, look for shorts, and then the electronics. Those old QSI reverse boards had undersized power supplies; pulling eight amps I'm surprised you haven't fried the power diodes already.
The gear box mounting screw may have loosened in one or both motor units.
I have that gg1 and southwest is right it should only pull about 1-2 amps tops. Sounds like one of the motors is either shorting out or it is dead. Also check for frayed wires that could short out or something stuck in the gears.
