Something is seriously wrong! I used to have one of those, and it should pull two amps at most. You've got a short somewhere, or something is blown in the electronics, or maybe a mechanical drag. First thing to do is check and make sure that the motors spin freely and nothing is stuck in the gears. That's harder to do without a flywheel to spin, but that's where I'd start. After that, look for shorts, and then the electronics. Those old QSI reverse boards had undersized power supplies; pulling eight amps I'm surprised you haven't fried the power diodes already.
