This was found in a home that was being cleaned up due to water damage from broken pipes in the Houston area. Does anyone know what it is?

MARX floor toy I think
It is a Masudaya "Modern Toys" "Overland Express" tin toy made in Japan. It takes 3 D batteries and runs in a randomized circle on a hard floor, whistling occasionally. There are a few different styles and colors, some with headlights and/or different lithography.
Agreed. As a wee lad I used to have one of these.
Notice the two-wheel spinning carriage underneath, between the first and second drivers. It allows the toy to spin, almost on a dime.
When you start it up on the floor there is very little forward and back motion, mostly movement in very tight circles, first clockwise, then counterclockwise.
