I found this connector, It's a board that has a DB-9 (M&F) and three wires (BK,RD,WH) coming out of the center.

What was this used for and how is it connected?

The rest of the story is; I inherited a three rail layout with TMCC (incl. Cab-1, (2) TPC's, BPC, and a sw./acc. controller)

My goal is to try to install Legacy CAB-2 and Base. Hoping to use both Cab-1 & 2

I believe it is a product from Z-Stuff for Trains that enables you to control the DZ2500 switch motors through TMCC..  I don't recall the name or product number but you can find it on their website.  I think the black wire is neutral, the white is hot and the red goes to the "Dat".  You can find the operation manual on the website as well.  If you are going to use a Cab-2, and plan to use these types of switches, you will need to make sure it is the "updated" legacy version.
