An E-clip that holds the truck on, came off of an older Lionel scale hopper. Is there a source other than Lionel or MTH? Do harware stores sell them?

Yes a good hardware store should carry them. They are not unique to model trains.
Take a truck with you so you verify the size. There are metric and English sizes and they also can vary in thickness. They are usually in the bins with multiple sizes vs the plastic bubble packs.

You can get a cheap set at harbor freight that has a wide selection of them.

My neighborhood Ace Hardware in the Mobile area carries them.
Home Depot has E-Clips in small packages in their hardware aisle. The 3/16" E-Clip holds the trucks on the 21" passenger cars.

It may also be a "horseshoe clip". (an Eclip replacement should work.fine though)
A horseshoe clip is bendable and a little thicker mostly. You pry it open with a flat blade screwdriver or squeeze shut with pliars. They look like this→ Ω . Those would only be available locally if you have an "outstanding", "real", "old school" hardware store around.
A thin thrust washer against either is a good idea if there is room for one.
