Who made this semaphore?

I bought this at a flea market, it has a plastic/bakelite base, and is all metal construction. It has four wires, two for the light bulb and two for the solenoid. I am not familiar with it, but was wondering if it was Colber. All information appreciated.

It's a Marx 439 Semaphore. Came either that base or a round metal one.
