Williams 2000 Texas Special ABA F3

I have a recently purchased Williams 2000 Texas Special the A unit's back wheels are locked. The front wheels move but the back wheels do not. I know is has an electronic reversing unit in it I am wondering if I am doing something wrong.

Check to make sure the worm gear is not bound up in the truck.
