First thing I'd do is pull the shell and then test it. I had one engine that ran great with the shell off. Couldn't get it to budge with the shell on. Check the wiring. Look for loose wires or damaged insulation that is shorting. Worse case, you've already got the shell of so you can put the new in. Last I checked, they were available.

Well, you've got lights, so you've got power. There are some of the guys on the OGR Forum that probably fix the boards. I'm just a dumb 'ol board swapper. If it were mine, next my next step would involve a credit card and a website to order a new board. Sorry you're having problems.

You may want to try the Want to Buy forum. I'd bet that you just might find a WBB board someone has pulled out when doing a Command Control conversion. Worth a shot.... Good luck.
Sounds like a relay on your reverse board has gone bad. Try applying power directly to each motor individually on a bench and see if they run. If they do, and all connections are tight, it's most likely the board as Gilly said.
If I remember right the motors are DC cans so if you power them direct to check them us a DC transformer.
