I was curious to know if anyone has ever upgraded any Williams diesels or steam engines to PS2 or PS3? Is this possible? How difficult is it to do? Are there any upgrade kits available? And last, how costly is it to make this upgrade?

Many times, both diesel and steam. I've done them both in PS2 or PS/3 and also Lionel TMCC.
The PS/3 upgrade kit is around $200 when they're available, the Diesel upgrade is a bit tricky as you are using all LED's and do you have to do some mechanical work to replace all the lighting.
John converted a couple of Williams scale GG1s to PS3 for me. Total cost was $365 each which included addition of marker lights and cab lights. I went with Williams GG1s instead of MTH because they will do O42 curves. Unfortunately, the MTH proto couplers could not be used on the Williams GG1s.
Williams stuff is pretty easy, but the brass takes more time. As long as it has a DC Motor with a Flywheel it can be done. G
Wiiliams locos are excellent candidates for control systems conversions/updates. The internal wiring layout is generally easy to understand and work with and the can motors run well and are durable. After many Williams conversions, I found another interesting and unexpected attraction, there is a brisk ongoing market for the removed Williams electronic E units.

Right you are, I was surprised how many people are asking me if I have them. When I do have them, they go quickly.
I guess I need to offer up my E units from the conversions I am doing and have done, I will have close to if not 10 of them by the end of June.
Ron S: Out of curiosity, what systems are you using for the Williams locos conversions?
I have a Williams Boston and Maine E7 that was upgraded to PS2. Runs just fine.
I did not know that, I have several of the control units. They do look like robust E-units. If anyone needs one hit me up via my profile email. G
