Can anyone recommend a good book of writing a 3 rail layout for switches, accessories, track, lights, etc?

Part of the answer depends upon whether you are wiring for a conventional layout or a command controlled layout.
Search Amazon books for a few ideas. The book on basic wiring by Peter Riddle should get you started and, of course, members of this Forum are always ready to assist.
Actually....we have a ton of material in our webstore in the form of Jim Barrett's book which has all of his material ever published in the magazine which would answer most if not many of your questions.

Amen on that.
Start from scratch with this postwar booklet posted on this forum, 1954 issue How to Operate Lionel Trains and Accessories . This was Dad's copy.
