I have an 0-8-0 from a starter set, which I bought for $75 on eBay, and my niece brought it over to UK in her hand baggage as part of a family visit. 

I’m quite pleased with it, on the whole. It runs nicely, negotiates O27 curves easily; the air whistle is a bit feeble but you can’t have everything. It looks good with a 233 tender, too, or the tender from the Polar Express loco... 

as several people have remarked, the motion is a bit basic and cheap looking. Is there any way to upgrade this, at a reasonable cost? I suspect the answer is “it’s simple, but too expensive to be worthwhile” but I thought I’d ask?

Lionel made two styles of starter set 0-8-0s. One has simple valve gear and the other they call delux. You can get the parts from Lionel to upgrade yours.

I suspect it would far less expensive to find a delux engine and sell the one you have though. Most of the delux versions have trainsounds in the tender as well vs the air whistle. I found mine for 95 bucks.
